North Carolina General Assembly
The General Assembly's homepage contains information on the State's budget. Similar to the Congressional Budget Office, the Fiscal Research Division within the General Assembly provides objective, timely, and nonpartisan analyses needed for economic and budget decisions and with the information and estimates required for the legislative budget process.
North Carolina Office of State Budget, Planning & Management (OSBM)
The Budget Analysis and Execution Section serves the Governor by providing fiscal advice, formulating in detail the recommended state budget, executing the legislatively authorized budget in accordance with the Executive Budget Act (G.S. 143) and special provisions of Session Laws. Other responsibilities include estimating revenue and monitoring revenue during the course of the fiscal year in order to insure availability of funds for expenditure by agencies, providing economic analysis for budget preparation and execution, and controlling the allotment of funds for compliance by law.
White House Office of Management & Budget (OMB)
OMB's predominant mission is to assist the President in overseeing the preparation of the Federal budget and to supervise its administration in Executive Branch agencies. In helping to formulate the President's spending plans, OMB evaluates the effectiveness of agency programs, policies, and procedures, assesses competing funding demands among agencies, and sets funding priorities. OMB ensures that agency reports, rules, testimony, and proposed legislation are consistent with the President's budget and with Administration policies.

North Carolina Local Government Performance Measurement Project (NC LGPMP)
The NC LGPMP is a joint undertaking by the UNC - Institute of Government, the North Carolina Local Government Budget Association, and 15 North Carolina municipal governments, including the City of Concord. The project tracks similar city services through performance measurement and benchmarking. As a result of the compiled information, the participating cities are able to compare and improve the efficiency and quality of city services and identify best practices.
International City/County Management Association (ICMA) Center for Performance Measurement
The ICMA Center for Performance Measurement is dedicated to helping local governments measure, compare, and improve municipal service delivery. ICMA's Comparative Performance Measurement Program currently assists approximately 130 cities and counties in the United States and Canada with the collection, analysis, and application of performance information.
