WHAT IMPROVEMENTS ARE BEING STUDIED?

The City of Concord is currently evaluating a new design for the intersection of Poplar Tent Road (State Route 1394) and US 29 to help reduce traffic congestion along Poplar Tent Road. The new design being evaluated is called a “superstreet” design, which would no longer allow direct left-turns at the main intersection. Instead, left-turns would be directed to U-turn movements located just outside the existing intersection. Removing left-turns eliminates the potential for a variety of accidents including some types of head-on collisions. Additionally, more “green time” becomes available to move vehicles through the intersection, which reduces the potential for delays and improves traffic flow.

WHAT’S BEEN DONE SO FAR?

The City of Concord has developed conceptual designs of the proposed intersection improvements and they are being presented at this workshop so the City can gather feedback and answer project-related questions.

WHAT’S NEXT?

After today’s workshop, a three-week comment period will extend through July 22, 2010. A final design will then be developed based on engineering considerations, costs, impacts on the human and natural environments, coordination with agency and public officials, and comments received from the public. The planning and design studies will be summarized in an environmental document called a Categorical Exclusion (CE). The CE will include a description of the proposed intersection improvements, the reasons why the improvements are needed, and any potential impacts associated with the project.
