The Code Enforcement Division of the Police Department performs a very important function for the City of Concord. The division is responsible for responding to blight issues within neighborhoods; improving the city’s overall appearance; protecting and maintaining property values; enhancing public health, safety and welfare and ensuring quality housing for residents.
Every citizen within the city is entitled to inhabit a dwelling that is decent, safe, sanitary, and meets the Minimum Housing Standards as set forth by the City. Who makes this happen in the City of Concord? Code Enforcement! It is their job to make sure that houses meet the minimum standards.
Inspections are performed by a Code Enforcement Officer whenever a complaint has been received about the condition and safety of a property or the officer identifies a possible Minimum Housing Code Violation.
Once a property is identified as possibly being in violation of the City of Concord Minimum Housing Standards the following events typically take place.
An inspection of the property is performed by a Code Enforcement Officer once they receive permission from the property owner or get a warrant. Violations are identified and documented. If needed the owner is fined until the property meets code. In some cases, the property is condemned and torn down.
Code Enforcement is also responsible for enforcing ordinances relating to nuisances. A nuisance can be an overgrown lawn, trash and debris in yards, indoor furniture on porches, appliances in yards, junked or abandoned vehicles, or overgrown vacant lots.
Code Enforcement Officers also write tickets for parking on sidewalks, parking left side of the curb (parking wrong direction of travel), blocking fire hydrants, and parking 25 feet to an intersection.
