5310 – Enhanced Mobility of Seniors and Individuals with Disabilities

On March 5th, 2014 the state of North Carolina designated the City of Concord as the designated recipient of the Section 5310 Federal Transit Administration funds. Consistent with the provisions of Moving Ahead for Progress in the 21st Century (MAP-21) the 5310 Program Management Plan was developed. The 5310 program provides formula funding for the purpose of assisting eligible organizations in meeting the transportation needs of the elderly and persons with disabilities when the transportation service provided is unavailable, insufficient, or inappropriate to meeting these needs. 

The goal of the FTA Section 5310 program is to improve mobility for older adults and people with disabilities throughout the Concord Urbanized Area and to enhance coordination of federally assisted programs and services in order to encourage the most efficient use of federal resources and achieve the national goal of improved mobility of elderly persons and person with disabilities. The 5310 program management plan is intended to facilitate the FTA oversight by documenting the City of Concord’s policies and procedures. Awardees of the 5310 funding will be receiving federal funds from the Federal Transit Administration and therefore must have the capacity to adhere to all Federal Transit Administration rules and regulations. The City strongly encourages potential participants to read the Program Management Plan in full.
