Residential High Efficiency Heat Pump Rebate Program

The City of Concord’s Electric Systems Department, in an effort to continually reduce peak Summer-time electricity consumption, is now offering a High Efficiency Heat Pump Rebate Program. City efforts to reduce peak system electricity consumption helps to keep overall system generation costs low, thereby helping reduce individual Customer electricity costs. The goal of the program is to incentivize the selection of heat pump systems that have an Air Conditioning, Heating and Refrigeration Institute (AHRI) verified Seasonal Energy Efficiency Rating (SEER) that is greater (more efficient) than that which is required by building codes/standards. The City will offer a $400 rebate to residential customers or Developers/Builders that install a new qualifying heat pump, or replace an existing heating, ventilation and air conditioning (HVAC) system, with a new qualifying heat pump in either a new or existing residence located within the City’s electric grid.

The High Efficiency Heat Pump Rebate Program will consist of two individually administered sections; a Resident Applicant and a Developer/Builder Applicant with yearly funding allowances for each, as approved by City Council. All applicants must adhere to the Policies, Procedures and Guidelines detailed below and all rebates will be dependent on City Staff’s review of the application and the installation for completeness and compliance.

General Program Policy and Procedures:

  1. Qualifying heat pumps, new or replacement, must have a SEER of 15 or greater. 

  2. Qualifying heat pumps must be at least 12,000 BTU (1 Ton) but not greater that 60,000 BTU (5 ton).

  3. All heat pumps must have AHRI Certification as 15 SEER or greater.

  4. The installation of Mini-Split, Ductless or Dual Fuel systems will not qualify. 

  5. A separate completed application must be filled out for each qualifying heat pump regardless of location.

  6. A fully completed application must be submitted to the City within 60 days of system purchase. 

  7. Applicant must make available a time for City Staff to verify the installation at the residence.

  8. Rebates will be processed as they are received until yearly funding is exhausted. 

Application Submittal Guidelines:

  1. Application document and all other submitted documents must be filled out entirely. 

  2. The installation must be a properly matched complete system recognized by the Air Conditioning, Heating and Refrigeration Institute (AHRI) and have an official AHRI rating. Systems that do not have an AHRI rating cannot be verified as a standardized proven high efficiency install. An AHRI Certificate indicating the SEER rating must be submitted with the application document.

  3. A dated sales invoice for the heat pump must be submitted with the application and must include;
      a. Contractor’s business/company name.
      b. Invoice/order number.
      c. Make, model and type of heat pump installed.

  4. Applicant should retain copies of all documents for personal use before submitting to the City.

  5. The City of Concord reserves the right to request additional information and to reject any application that does not meet all of the requirements of this rebate program. 

To qualify for a rebate, Resident applicants must:

  1. Be a City of Concord Electric Systems Department customer with an active account on record.

  2. New customers must have made application for service and been issued a City utility account number.

  3. Customer must be current on all utility accounts with no outstanding delinquent charges.

To qualify for a rebate, Developer/Builder applicants must:

  1. Developer/Builder must be current on all utility accounts with no outstanding delinquent charges.

  2. Developer/Builder must have an active City utility account number.

Disclaimers:

  1. The City of Concord reserves the right to request additional information and to reject any application that
    does not meet all of the requirements of this rebate program.
    A customer may be denied under these and other conditions determined by the City:
      a. Incomplete rebate application.
      b. Application not received within 60 days.
      c. No copy of dated sales invoice.
      d. AHRI Certification of Product Ratings not included.
      e. Funding has been exhausted for the current City Fiscal Year.

  2. The City of Concord’s Heat Pump Rebate Program exists solely to incentivize the selection of high efficiency heat pumps. The City does not endorse any particular manufacturer or brand of HVAC, nor does it offer any warranty written or implied as to the heat pump installation or performance. Customers are encouraged to work through performance and warranty details with the installer of their choice. All future repairs and maintenance of any rebated heat pump remain the sole responsibility of the Customer.
