North Carolina Local Government Budget Association (NCLGBA)
The North Carolina Local Government Budget Association (NCLGBA) is a professional organization of people interested in the exchange of knowledge for individuals concerned with budget and evaluation responsibilities of local government.


American Association for Budget & Program Analysis (AABPA)
AABPA is a professional organization whose members comprise of accountants, budget and management analysts, program analysts, economists, and information management specialists from federal, state, and local sectors of government, along with academicians.

Cabarrus County Finance Department  
This web site provides budget, accounting, and contact information for Cabarrus County.

Congressional Budget Office (CBO)
The CBO provides the Congress with objective, timely, and nonpartisan analyses needed for economic and budget decisions and with the information and estimates required for the Congressional budget process.

Government Finance Officers Association (GFOA)
GFOA is the professional association of state/provincial and local finance officers in the United States and Canada, and has served the public finance profession since 1906. The association's nearly 15,000 members are dedicated to the sound management of government financial resources.

North Carolina General Assembly
The General Assembly's homepage contains information on the State's budget. Similar to the Congressional Budget Office, the Fiscal Research Division within the General Assembly provides objective, timely, and nonpartisan analyses needed for economic and budget decisions and with the information and estimates required for the legislative budget process.

North Carolina Office of State Budget, Planning & Management (OSBM)
The Budget Analysis and Execution Section serves the Governor by providing fiscal advice, formulating in detail the recommended state budget, executing the legislatively authorized budget in accordance with the Executive Budget Act (G.S. 143) and special provisions of Session Laws. Other responsibilities include estimating revenue and monitoring revenue during the course of the fiscal year in order to insure availability of funds for expenditure by agencies, providing economic analysis for budget preparation and execution, and controlling the allotment of funds for compliance by law.

White House Office of Management & Budget (OMB)
OMB's predominant mission is to assist the President in overseeing the preparation of the Federal budget and to supervise its administration in Executive Branch agencies. In helping to formulate the President's spending plans, OMB evaluates the effectiveness of agency programs, policies, and procedures, assesses competing funding demands among agencies, and sets funding priorities. OMB ensures that agency reports, rules, testimony, and proposed legislation are consistent with the President's budget and with Administration policies.

North Carolina Local Government Performance Measurement Project (NC LGPMP)
The NC LGPMP is a joint undertaking by the UNC - Institute of Government, the North Carolina Local Government Budget Association, and 15 North Carolina municipal governments, including the City of Concord. The project tracks similar city services through performance measurement and benchmarking. As a result of the compiled information, the participating cities are able to compare and improve the efficiency and quality of city services and identify best practices.


International City/County Management Association (ICMA) Center for Performance Measurement
The ICMA Center for Performance Measurement is dedicated to helping local governments measure, compare, and improve municipal service delivery. ICMA's Comparative Performance Measurement Program currently assists approximately 130 cities and counties in the United States and Canada with the collection, analysis, and application of performance information.

National Center for Public Productivity
The National Center for Public Productivity is a research and public service organization devoted to improving productivity in the public sector.

North Carolina Office of State Budget, Planning & Management
The Performance Planning and Analysis section strives to improve the efficiency and effectiveness of state programs and policies through strategic planning leadership, research and analysis.

White House Office of Management & Budget (OMB)
In addition to budget responsibilities, OMB oversees and coordinates the Administration's procurement, financial management, information, and regulatory policies. In each of these areas, OMB's role is to help improve administrative management, to develop better performance measures and coordinating mechanisms, and to reduce any unnecessary burdens on the public.
