External Agency Funding

Overview

The City of Concord grants funding to non-governmental, or "External Agencies," that contribute to the City's cultural, social, and economic vitality. External Agency funding requests are considered by the City Council under the auspices of the Public Purpose Clause of the North Carolina State Constitution (Article V, Sec. 2(7)). Further guidance by North Carolina Supreme Court case law allows the City Council to choose to fund activities that 1) are within the appropriate scope of governmental involvement and reasonably related to community needs and 2) benefit the general public, as opposed to special interests or persons.

Application Period

The application process for Fiscal Year 2021-2022 External Agency funding is now open and will close Friday, February, 26th.

The City transitioned to a fully paperless application process during the Fiscal Year 2020-2021. Only online applications will be accepted moving forward through the Online Neighborly Portal.

Process

(1) Agencies who request funding as a part of the FY 2022 Budget will be invited to present their requests before City Council on April 13, 2021. In accordance with State and Local Mandates regarding Covid-19, presentations may be held remotely through a conference call line.

(2) The City Manager will present the FY 2022 City Manager Recommended Operating Budget (including agency requests) to the Mayor & City Council in May 2021 for consideration.

(3) The Mayor & City Council will hold a budget hearing for public comment in June 2021. Once Council approves a budget, it will take effect July 1, 2021.

*Award recipients for General Fund and Utility Fund(s) grants may be subject to a site visit during the duration of the Fiscal Year the grant is awarded.
