Modern style homes in ConcordThe Community Development Division is committed to making the City of Concord and its neighborhoods better places to live, work, and play. Through the efforts of this Division, the City strives to provide safe, decent, affordable housing, a suitable living environment and economic opportunities, specifically for low- and moderate-income individuals and communities. The City has several programs in place to accomplish this goal. These programs are federally funded through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Programs.

HUD Announces $173 Million to Make Homes More Energy Efficient and Climate Resilient for Low-Income Americans

 

On March 28, he U.S. Department of Housing and Urban Development (HUD) today announced $173.8 million in new grant and loan awards under its Green and Resilient Retrofit Program (GRRP), bringing the total funding awarded under this program to a total of $544 million, or more than 50 percent of funding being awarded through this program. The announcement was made today by HUD Acting Secretary Adrianne Todman and Chicago Mayor Brandon Johnson at Archer Courts in Chicago, IL, which was awarded an $11.76 million grant under the program. The funds will be used by owner Jonathan Rose Companies for substantial energy efficiency renovations at this 146-unit property, which is home to low-income individuals and families. HUD and Census Bureau Report New Residential Sales in February 2024

 

On March 25, 2024, the U.S. Department of Housing and Urban Development (HUD) and the U.S. Census Bureau jointly announced the new residential sales statistics for February 2024.  Sales of new single-family houses in February 2024 were at a seasonally adjusted annual rate of 662,000, according to estimates released jointly today by the U.S. Census Bureau and the Department of Housing and Urban Development.  This is 0.3 percent (±16.2 percent)* below the revised January rate of 664,000 but is 5.9 percent (±14.3 percent)* above the February 2023 estimate of 625,000.  The median sales price of new houses sold in February 2024 was $400,500. The average sales price was $485,000.  The seasonally‐adjusted estimate of new houses for sale at the end of February was 463,000. This represents a supply of 8.4 months at the current sales rate. HUD Releases First-of-its-Kind Report to Congress on the Housing Needs of Survivors of Human Trafficking

 

On March 21, 2024, the U.S. Department of Housing and Urban Development (HUD) released a report that assesses the availability and accessibility of housing and services for individuals experiencing homelessness or housing instability who are survivors of trafficking or at risk of being trafficked. One Year In: U.S. Department of Housing and Urban Development Annual Mortgage Insurance Premium Cut Saves Borrowers $600 Million

 

On March 20, 2024, the U.S. Department of Housing and Urban Development (HUD) today marks the one-year anniversary of its implementation of a 35 percent cut in the price of the Annual Mortgage Insurance Premium (MIP) paid by borrowers with Federal Housing Administration-insured mortgages. The reduction became effective on March 20, 2023, for all borrowers using FHA-insured mortgage financing to purchase or refinance a home. Click the title to learn more.

   

The Federal Housing Administration Increases Loan Limits to Expand Financing for Manufactured Homes

 

On March 18, 2024, the Federal Housing Administration (FHA) announced new loan limits for its Title I Manufactured Home Loan Program. The increased amounts use new methodologies for calculating and updating the program’s limits, which were announced in a final rule final rule published on February 29, 2024. The increases better align with current market prices and are expected to encourage more lenders to offer the program to homebuyers seeking to purchase manufactured homes and the lots on which they sit. This is the first update to the Title I program loan limits since 2008 and supports the Biden-Harris Administration’s efforts to increase the supply and use of manufactured homes as an affordable housing source. Human Relations Commission to provide a virtual Workshop for Landlords and Property Managers.  The event will feature a presentation by Ms. Bernadette Dominguez, a Fair Housing Investigator of the N.C. Human Relations Commission, a division of the N.C. Reimagine McGill Survey Results

 

In the fall of 2023, the City of Concord, in partnership with community organizations, sought residents’ input through a survey to help guide the decisions to determine how to redevelop the property that was purchased by the City on McGill Avenue, which is a major gateway between Western Concord and historic Downtown Concord.  The City wanted to explore the concepts that would address a critical community need for greater access to fresh fruits and vegetables.  The input from the community will help to guide the decisions for redevelopment on McGill Avenue.  The survey results are now available for review.  Please view the results below:

March 24, 2024 – Deadline to Apply to Purchase an Affordable New Home in Concord

 

The City of Concord’s Planning & Neighborhood Development Department has constructed a house that is available for buyers that are below 80% of the U.S. Department of Housing and Urban Development’s (HUD’s) area median income limit. The City used its HOME Investment Partnerships Program (HOME) funds to build this home that is located at 314 Sycamore Avenue SW. This affordable property is only available during the open application deadline dates. Applications must be completed through Neighborly Software and all of the required information must be submitted through the application portal by the deadline of Sunday, 3/24/2024 by 5:00 p.m. Applicants must apply during the open application period. Applications that are incomplete or submitted after the deadline will be denied.

The City’s affordability incentives are based on its mission to partner with our community to deliver excellent services and plans for the future while preserving, protecting, and enhancing the quality of life for residents. In an effort to preserve these affordable housing opportunities, the City developed a scoring matrix that allows the Affordable Housing Purchase (AHP) Committee to review and recommend the best offer to the Concord City Council for approval.

The City included a link to the video that provides construction details, a link to the virtual tour of the home, and a link to the Neighborly Software application portal. Interested applicants may drive by the site, but open house dates will be provided for applicants before the application deadline. Once the application deadline has passed, visits will be scheduled for eligible applicants that met the requirements for review by the AHP Committee. The Concord City Council will determine the awarded applicants.

The City is selling this property directly with no realtor relationship. Applicants are not required to have a realtor to purchase this property. Simply upload the letter that provides an offer to purchase and any additional terms with your application. The City has an outside closing attorney that can handle the details of the sale if you do not wish to hire an additional closing attorney. Also, applicants will be required to submit a copy of the homebuyer education workshop certificate from a HUD-certified agency or counselor.  Certificates from lenders are unacceptable.
