Deputy Chief Hughes oversees the daily operations of the department's largest bureau which is comprised of 4 patrol districts and over 100 officers. Deputy Chief Hughes is in constant contact with district commanders to receive information regarding major incidents and evolving crime trends.  Deputy Chief Hughes has been an officer with the Concord Police Department since 1998 and previous assignments have included, Charlie District Commander, Special Investigations Unit, Criminal Investigations, Office of Management & Planning, and SWAT commander.  Deputy Chief Hughes is a graduate of the Police Executive Research Forum - Senior Management Institute for Police - Session 67.    

 

 

Captain Deckster Barlowe

Captain Barlowe is responsible for Watch Commanders, Community Outreach and Education and the administrative aspects of department's K9 officers.

Captain Barlowe attended the University of North Carolina at Chapel Hill and graduated in 1992 with a Bachelor of Science in the Administration of Criminal Justice.  He was hired by the Concord Police Department in January of 1993.  He then attended Basic Law Enforcement Training at Rowan-Cabarrus Community College.  At the completion of his training in April 1993, Captain Barlowe was awarded the “Outstanding Student Award.”

Captain Barlowe was assigned to the Patrol Division after he completed his basic training.  In 1995 he became a Field Training Officer, training several officers as they began their careers with the department.  In April 1999, he was promoted to the rank of Sergeant and continued to work in the Patrol Division.  In 1999 Captain Barlowe received his Advanced Law Enforcement Certificate from the North Carolina Justice Education and Training Standards Commission.  In 2014 Captain Barlowe was awarded the St. John’s Grange #729 Law Enforcement Officer of the Year.  In August 2015, he was appointed by then Assistance City Manager Merl Hamilton to be an Interim Captain of a patrol district.  Then, in April 2016, he was promoted to the rank of Captain.

On July 1, 2019, Captain Barlowe became the department’s first Patrol Division Executive Officer, a newly created position within the department.  In this position, Captain Barlowe assists with the overall supervision of the patrol division, supervises the Watch Commanders, supervises the School Resource Officers (Community Outreach and Education Division), and he is responsible for the administrative  aspects of the department’s K9 officers, motor patrol officers, and bicycle officers.

Captain Barlowe serves as the City of Concord’s Recognized Neighborhood Program liaison with the Christenbury Neighborhood. 

Captain Barlowe is married to his wife, Angie, and they have four children.  He is an avid North Carolina Tar Heel fan and enjoys spending as much time as possible where there is an ocean and sand.  Captain Barlowe is a member of He’s Alive Church in Kannapolis, NC.

 


 

Watch Commanders

Lieutenant Watch Commanders shall be responsible for oversight of all department field operations to include: oversight of patrol activities by ensuring basic police functions are efficiently and effectively carried out; inspecting staffing to ensure the department can meet service demands and taking corrective action when deficiencies are noted; monitors response to calls for service to ensure timely response and proper disposition; ensures all personnel perform their duties in a timely manner and follow prescribed policies and procedures; ensures departmental equipment is being utilized as intended and is properly maintained; monitoring overtime usage and reducing unnecessary overtime expenditures; conducting initial review of administrative investigations as directed by the Chief of Police; and other duties as prescribed by the Chief of Police.

 

 

Lieutenant Denan Sabanija

Lieutenant Denan Sabanija started his law enforcement career with the Concord Police Department in August 2008. After completing Basic Law Enforcement Training at South Piedmont Community College he was assigned to patrol duties in Charlie District on the city’s west side. Lieutenant Sabanija became a field training officer in February 2013, then in March 2013 was promoted to the rank of Master Police Officer.

Lieutenant Sabanija stayed in Charlie District until April 2016 when he was promoted to Police Sergeant and was transferred to Adam District where he performed as a patrol supervisor. During his tenure as a Sergeant, Lieutenant Sabanija served in both Adam and Baker districts. From July 2019 to July 2020 he was assigned to the Criminal Investigations Division and was directly involved with many high-profile criminal cases.

Lieutenant Sabanija has served on the department’s SWAT team from July 2010 - July 2020. He also serves as a Firearms Instructor, a position he has held from 2014 until the present day.

In August 2018 Lieutenant Sabanija was awarded an Advanced Law Enforcement Certificate from the North Carolina Training and Standards Commission. That same year Lieutenant Sabanija was named Officer of the Year for his quick and heroic actions that resulted in saving a human life. Lieutenant Sabanija was promoted to the rank of Lieutenant in July 2020 and is assigned to the Patrol Bureau as one of three watch commanders, where he is responsible for citywide field operations.

In his free time, Lieutenant Sabanija enjoys grilling and smoking meat. He is married to his wife Sanida and they have three daughters: Emma, Sia & Kali. 

 

 

Lieutenant Lance Brooks

Lieutenant Lance Brooks joined the Concord Police Department in 2004 after successfully completing basic law enforcement training at Rowan-Cabarrus Community College. After basic law enforcement training, Lieutenant Brooks was assigned to the Patrol Division in Baker District until 2011.  During this time, Lieutenant Brooks served as a Field Training Officer to new officers. During his time on patrol, Lieutenant Brooks was recognized as officer of the month on several occasions.

In December of 2007 Lieutenant Brooks was selected to join the Concord Police Department’s SWAT team. He served as a shield operator for the entry team and was selected to become a team leader in 2017.

Lieutenant Brooks has served in a variety of assignments including the Patrol Division, Criminal Investigations Division, assisting the Special Investigations Unit, and the Customer Service Unit. Lieutenant Brooks was selected to join the Criminal Investigation Division in 2011. During his time in investigations Lieutenant Brooks successfully investigated and aided in the prosecution of cases ranging from burglary, assaults, homicides, and a variety of other cases as a lead investigator.

Lieutenant Brooks was promoted to the rank of Master Police Officer in 2012 and was promoted to the rank of Sergeant in 2016 serving as a team supervisor in Adam District. In 2017, he was assigned to the Customer Service Unit until his promotion to Police Lieutenant on July 1, 2019. Lieutenant Brooks received his advanced Law Enforcement Certificate in 2018 and currently serves as a Watch Commander overseeing citywide field operations and a founding member of the Horse Mounted Patrol Unit.

Lieutenant Brooks is married to his wife, Jennifer; and has two sons, Titus and Hayden. When not working, Lieutenant Brooks enjoys horseback riding, hunting, and going to the beach.

 

 

 

Lieutenant Ramon Gonzalez

Lieutenant Ramón González joined the Concord Police Department in 1995 after moving here from his childhood home of New York City. After successfully completing basic law enforcement training, he was assigned to the Patrol Division. After two years he became a Field Training Officer and in 2007 he was promoted to the rank of Master Police Officer.

Lieutenant González has served in a variety of assignments including the Criminal Investigations Division, Special Investigations Unit, and Vice and Narcotics Unit. In 2009 he returned to the Patrol Division where he served in Adam District. On February 22, 2013, Lieutenant González received his Advanced Law Enforcement Certificate from the North Carolina Justice and Training Standards Commission.

Lieutenant González was promoted to the rank of Sergeant in 2016 and served as a team supervisor in Baker District. On March 8, 2017, Lieutenant González was awarded the department’s Excellence in Police Services award, the first Concord officer to receive the award. In 2018 he was assigned to the Street Crimes Unit until his promotion to Police Lieutenant, on July 1, 2019.  Lieutenant Ramón González  currently serves as a Watch Commander, overseeing citywide field operations.
