National Flood Safety Awareness Week is intended to highlight some of the many ways floods can occur, the hazards associated with floods, and what you can do to save life and property. So "Turn around! Highlights of the March 11 City Council Meeting

Presented a Certificate of Appreciation to Terry Derner recognizing her for service to the City of Concord Planning and Zoning Commission.
Conducted a public hearing and offered a contract for a Speculative Building Economic Development Grant to 390 Business Boulevard, LLC.
Conducted a public hearing and amended the Concord Development Ordinance Art. 4, Environmental / Land Disturbing Activities. Also amended related Code of Ordinances Chapter 60 Stormwater Control and Management, Article IV Stormwater Quality Control and Management, Sec 60-46 Connection approval criteria: duty of owner, compliance by utilities; and Technical Standards Manual, Article 1, Stormwater, Section 1. Policies and Requirements, Sub-Section 1.4.6. Maintenance and Access Agreements and Restrictive Covenants.
Adopted a resolution amending the Economic Development Grant Program.
Approved participation in the 2012 Urban Archery Season.
Adopted a resolution opposing the forced transfer of additional transportation responsibilities to local governments.
Authorized submitting the Concord Regional Airport State Transportation Improvement Plan (TIP) to the North Carolina Department of Transportation Division of Aviation (NCDOT-DOA).
Adopted a resolution restating the authority delegated to the City Manager for certain decisions regarding contracts, disposal of surplus property and bid and procurement processes as provided under the North Carolina General Statutes.
Approved the selection of Carlisle Development Group LLC as a development partner to pursue redevelopment opportunities with the Logan Homes Public Housing Complex and adjacent vacant parcel (approximate 7.32 acres) so an agreement can be developed for Council consideration.
Approved a piggy back purchase and adopted an ordinance amending the FY 2010-2011 budget ordinance for 31,600 roll out carts from SSE-Schaefer, Inc. of Charlotte based on a public, formal bid with the City of Miami, OK on September 24, 2010 with the addition of mold-in graphics, RFID tags, and on route assembly and distribution for a total of $44.23 per cart in truck load quantities.
Adopted ordinances to amend the Concord City Ordinances Chapters 30 and 46 to accommodate automated collection of garbage, bulky, and recycling collection to the City customers beginning July 1, 2011, including the provision of roll out container recycling to small businesses who subscribe to City provided commercial roll out garbage collection service.
Adopted an ordinance amending City Code of Ordinances, Chapter 59, Article 2, and adopt an ordinance amending the FY 2010-11 Schedule of User Fees, Rates, and Charges per Section XVII of the adopted FY 2010-2011 Budget Ordinance.
Awarded a bid for one substation power transformer for the International Business Park Substation K-2 and consider adopting a capital project ordinance amending the Electric Revenue Bond project fund.
Awarded a bid in the amount of $168,852.00 to Terex Utilities for the purchase of one (1) 55ft. working height aerial truck.
Appointed HPC alternate member Elaine Cox as a regular member of the Historic Preservation Commission; P&Z alternate member Micah Vanderberg as regular member of the Planning and Zoning Commission; and Ford Craven as alternate member of the Board Of Adjustment
eBilling available to Concord Utility Customers
The City of Concord is proud to offer a new feature to send monthly utility bills without paper. This new, free service is called eBilling, where customers view an exact image of the monthly utility bill online.  Each month, customers will receive an email with a link to their utility eCareaccount. Once the customer views his or her bill, he or she has the option to pay online using a credit or debit card, mail a check, or pay in person. Visit the City’s website to learn more about eBilling and to sign up for this convenient service.

National Flood Safety Awareness Week March 14-18
The sixth annual National Flood Safety Awareness Week runs March 14-18, 2011. During the week the City of Concord hopes to provide information on why floods are a significant hazard. Floods can arrive within minutes or over a period of time. They can destroy buildings, roads and bridges, and take human lives. Please visit the City Hall Blog for information about floods, how you can stay safe, and how the City is working to prepare for these powerful natural hazards. The blog also features educational and informative resources.  Emergency Management Coordinator Jim Sells is available to speak with neighborhoods, civic groups, etc. Contact him at or 704-920-5528.
Wastewater Department staff available for group presentations
Do you wonder if there is a sewer line or other public infrastructure running across your property, and how that may impact you? Are you aware of the unfortunate consequences of pouring fats, oils, and grease down a drain? The City of Concord Wastewater Department is available to conduct presentations on these topics and more. Staff is available to present customized information to churches, civic groups, homeowner associations, condominiums, and apartment communities. Please contact Gary Fritz at 704-920-5352 or if you have questions or would like to schedule a presentation.
Viva Verde Earth Fest coming April 16 – vendors needed!
Save the date! The second annual Viva Verde Earth Fest (a partnership between Concord, Kannapolis, and Cabarrus County) is coming from 10:00-2:00 on Saturday, April 16 at North Cabarrus Park. VVEF is a festival in honor of Earth Day that celebrates nature and environmental stewardship, providing opportunities for environmental education in a fun, family-friendly way! There will be information booths, live music, recycling opportunities, games, and more. Be sure to check out the event’s Facebook page and website; information is also available on the City’s website.

Solid waste improvements begin July 5, request a staffer to speak
Beginning July 5, 2011, the City of Concord will roll-out improvements to residential solid waste services. Concord’s new services will be provided using fully automated collection vehicles that operate a mechanical arm to lift the carts, making service faster and more efficient. The improved every-other-week roll-out recycling service will make it easier than ever to make a commitment to become an avid recycler! Visit the City’s website for more information!

Parks and Recreation highlights

Buildings and Grounds staff are working in the McEachern Greenway after this week’s storms caused damage to trees. At least 24 fallen trees have already been removed.
Concord Youth Council is accepting applications for the 2011-12 school year. Applications are available on the City’s website or by contacting Debbie Littlefield at 704-920-5615 or  
Parks & Recreation is gearing up for another summer of day camps: Children 6-10 years for Summer Playground and 11-13 years for Summer GoneAlot program. The Summer Camp program is for 8 weeks, beginning June 20 and ending August 12. Hours are from 7:30 a.m. until 6:00 p.m.
Summer Playground registration for new campers will begin Wednesday, February 9 by online registration or walk-in registration 8:00 a.m. - 5:00 p.m. at the Academy Recreation Center location on Academy Ave., NW.

Cabarrus County During Wartime: The War Between the States
