Concord Celebrates National Night Out August 3
In observance of National Night Out on Tuesday, August 3, 2010, the Concord Police Department asks that at minimum you leave your porch light on from 7:00 p.m. until 10:00 p.m. The porch light is a symbol of alertness and awareness; it also makes your neighbors and friends feel welcome. We would like you to get to know your neighbors better. You can do this by going door to door and introducing yourself if you have not done so in the past. For more information, contact Captain Betty Crump or visit the City Hall Blog.
 
Lane closures at Church Street and Cabarrus Avenue
Between July 28 and August 3, 2010, NCDOT will close travel lanes at the intersection of Church Street and Cabarrus Avenue in Concord to accommodate masonry repairs at the top of the façade of the building located at 29 Cabarrus Avenue E.   Lanes will be closed on Cabarrus Avenue heading west from July 28 to July 31, and on Church Street heading south from August 1 to August 3. These are the lanes closest to the building. Work will take place between 9:00 a.m. and 4:00 p.m. daily.
 
The lane closures are needed to allow crews to operate equipment and to protect travelers in case building materials fall accidently. The sidewalks at this corner will also be closed. Once the repairs are finished, pedestrians will regain unobstructed access.

B-17 crew members to be honored at open house October 22-24
The Charlotte EAA Chapter 309 is offering historic flight experiences in its beautifully restored B-17 Flying Fortress “Aluminum Overcast.”  This aircraft is an example of the American heavy bomber that helped turn the tide of battle in World War II. The tour stop will be at Concord Regional Airport October 22 - 24, 2010, as the featured attraction of the open house with WWII aircraft static displays. Fly a mission back in time and feel the might of this magnificent aircraft, just as those brave young men did more than 50 years ago. The organization is looking for B-17 crew members to be honored at a dinner on October 23 and be provided a free ride on the B-17. Please email Susan Green or call 704-920-5915 for more information.

Games, activities, and inflatable amusements will begin on the ball field at 7:30 p.m. The movie will start at 8:45 p.m. or dusk. Concessions will be available, but you can also bring your own food. No alcoholic beverages permitted. Don't forget your chairs or blankets to sit on!

Rider Transportation System open house meetings July 22

RIDER Transportation System will hold two public open house meetings on July 22, 2010 to receive public input and comments on the proposed system route changes associated with the opening of the new transit center at 3600 Ridge Avenue. The meetings will be held from 3:00 to 5:00 p.m. in the Kannapolis Train Station and from 6:00 to 8:00 p.m. in the rotunda of the Cabarrus County Government Center. Exhibits and staff will be available to answer questions and provide information.

Fall adult athletics are coming soon!  Adult softball men’s church, men’s open, co-ed, and women’s leagues are registering now. The season has ten guaranteed regular-season games and one single-elimination tournament, all being played at W.W. Flowe Field.  The softball organizational meeting will be held July 15 at 6:30 p.m. at the Academy Recreation Center. For more information, please call 704-920-5618 or visit our website.

Highlights of the July 8 City Council Meeting
Presented the 100 Best Fleets award to Fleet Services Department - Government Fleet Magazine recognized the City of Concord’s Fleet Services Department as the 18th best public sector fleet operation in North America at its 100 Best Fleets award announcement in Austin, Texas last week. Concord was the only NC fleet to make the top 20. For more information please visit our website.

Authorized the City Manager to negotiate and sign a one year contract extension with Signature Waste Systems, Inc. - to provide corrugated cardboard dumpsters and collection services at schools, businesses, and non-profits within City limits. The City has provided corrugated cardboard recycling to commercial customers at no extra cost for several years and recently worked with public, private, and parochial schools to expand recycling opportunities.
 
Entered into a Municipal Agreement with NCDOT to provide for sidewalks along Poplar Tent Road and NC-73 during the I-85 improvements between exits 49-55 – City Council adopted a resolution in March 2009 to provide 40 percent of the funding for new sidewalks along Poplar Tent Road from Derita Road to just west of Woodhaven Place and along NC-73 from the Concord City Limits to Cambridge Heights Place. The Municipal Agreement estimates the total cost of the sidewalks at $392,602 and the City’s cost at $152,041. The I-85 improvements will be complete in 2015.
 
Renewed agreements with NCDOT for the City of Concord to operate and maintain the traffic signal system on state highway system streets in City limits -  In order to minimize travel delays and provide a higher level of service to the traveling public, the City’s Transportation Department maintains both the traffic signal components and the computerized network that coordinates timing throughout the City. Per the agreement NCDOT will continue to reimburse the City for both types of maintenance expenses. This reimbursement does not provide the total amount needed to provide this higher level of service so the City supplements these services. 
 
Adopted an updated resolution authorizing the lease of City property to Logan Gardens, LLC for housing purposes - The City negotiated a ground lease and related documents with the Douglas Group to enable the development of The Villas at Logan Gardens, a 44-unit senior citizen apartment complex to be built on the grounds of the former Logan High School. Plans for development of the project have been through plan review and are approved for permitting.
 
Some North Union Street trees to be replaced
Over the past five years, the City has engaged the services a professional arborist to conduct assessments of the trees growing in the planting strips along North Union Street. Unfortunately, there are seven trees that have not responded to any of the preservation efforts, and have reached a point where they pose a threat to cars, homes, and pedestrians. We have no choice but to cut these trees down.
 
Because the City is very concerned about preserving the tree canopy over North Union Street, staff is working with the Homeowners of Historic Union Street to purchase North American elm trees to replace the trees that have to be cut. Since the trees will not do well in the planting strip, the Historic Union Street neighborhood group is working on securing permission to plant these trees in the yards of the residents, at locations selected by the arborist. The City will supply the tree, and the neighborhood group will be responsible for hiring a nursery to plant and maintain these trees for one year. In addition, the City will plant white dogwood trees in the planting strip and remove a few crepe myrtles that are not doing well.
 
Cutting will start Tuesday July 6, and finish, weather permitting, by Wednesday July 14. Crews will grind the stumps, remove the debris, and fill in the holes with dirt. The new North American elms and dogwoods will be planted in October. You'll enjoy learning more about your local government and the services it provides. The free class is open to citizens of Concord at least 18 years of age. The course will meet every Tuesday beginning in September and end with a graduation ceremony in December. Class will take place from 6:00 to 8:30 p.m. each week. Happy Fourth of July!
In observance of Independence Day, City offices will be closed on Monday, July 5. 
 
Household garbage, recycling, and bulky waste collection will operate on the normal schedule for the week. However, all yard waste, white goods, and tires should be at the curb by 7:00 a.m. on Tuesday, July 6. Please leave those materials at the curb until they are collected.
 
There are no City-sponsored fireworks this weekend, but there are events planned in Harrisburg and Kannapolis. We hope you have a safe holiday weekend.

Fleet Services recognized in Government Fleet Top 20
Government Fleet Magazine recognized the City of Concord’s Fleet Services Department as the 18th best public sector fleet operation in North America at its 100 Best Fleets award announcement in Austin, Texas last week. Concord was the only NC fleet to make the top 20. Fleet Services is an internal department of the City of Concord responsible for overseeing the fueling and servicing of over 1,000 vehicles and equipment. Remember: USE CLEAR BAGS!
Concord's Solid Waste Services Department asks residents to contain yard waste for curbside collection in CLEAR, UNTIED plastic bags or open paper bags. Residents may also feel free to contain yard waste in open personal containers marked "YARD WASTE." When plant material is contained in opaque, plastic bags, it decomposes faster, producing anaerobic bacteria that causes foul odors and poses a respiratory hazard to waste collectors. Further, clear bags make it easy for waste collectors to determine exactly what is inside the bags, which makes garbage collection run more smoothly. Did you know that all yard waste collected at the curb is recycled, eventually becoming mulch or compost?

Fall adult athletics are coming soon!  Adult softball men’s church, men’s open, co-ed, and women’s leagues are registering now. The season has ten guaranteed regular-season games and one single-elimination tournament, all being played at W.W. Join us for FREE movies and more at James L. Dorton Park located at 5790 Poplar Tent Road on the fourth Friday of the summer months – June, July, and August. The free outdoor movies have been edited for family viewing. Games, activities, and inflatable amusements will begin on the ball field at 7:30 p.m. The movie will start at 8:45 p.m. or dusk. Concessions will be available, but you can also bring your own food. No alcoholic beverages permitted. Don't forget your chairs or blankets to sit on!
